Is paypal starting to be anti-small business or that's what they've always been?

As a small business that's yet to make any sale, why is paypal holding me hostage and putting restrictions on my account even if they've acknowledged receipt of docs they requested. It's almost a month now and I can't launch my app because PayPal's restriction won't let payment go through.
