Paypal fees are getting ridiculous, after conversion and everything i end up paying upto 10% in just paypal fees.

It is ridiculous at this point.

I would like to charge extra for my customers so that I can pass on the fees to them.

My question is do they enforce? And if yes what happens when they do. Also what are the ways I can charge customer extra for paying PayPal without breaking their TOS? As I have my own website where I sell my services on and accept multiple payment methods.
