Lost mail: reship at my expense or not?

Hi all,
I self-publish and sell books online. The cost of one of my books is $53, and I ship them using Priority Mail. Earlier today a customer advised me that he didn't receive the book, despite it being shown as delivered by the U.S. Postal Service's tracking site, and also in Endicia (where I buy postage from).

Understandably he's upset--I would be too--but I'm in a quandary about what to do. The books are not cheap to produce (I make relatively little profit on them), and neither is shipping. I don't want to eat that cost myself. The Post Office won't pay out on insurance since it shows as delivered.

I have advised my customer to go to the post office, ask for the postmaster, and see if maybe it was returned because it didn't fit in his mail slot, or maybe was misdirected, etc. What I suspect most likely happened is that it was delivered to a neighbor.

How should I handle this?
