Can you purchase a product that a company is selling below production price and then

I've recently been thinking about loss leaders and I've thought about how interesting it would be to purchase off a large corporation who can afford to lose money and then make you yourself lose money further off their reduced price.

I've read laws and it states that predatory pricing is bad when they take into account how much market power you have, but what if a small business with low turnover attempted it? Would the laws just see you as an underdog?
