How would you monetize this app?

A couple of years ago I identified an issue where landlords and renters don't agree on security deposit returns because there's a lack of documentation on the move-in/move-out state of the rental. I had an app made to address this, and it's now live:

When I made it, it was more with the goal of solving the problem and having a tool that both parties can use. The "now what" is what I'm trying to address now. How would you monetize a tool that's essentially a report builder?
- It's not a 'daily use' sort of app, so a monthly subscription doesn't make a ton of sense
- a 'per report/rental' fee could work but renters might not be as inclined to pay as a landlord might
- Free + advertising sounds nice, but without people being in it daily, I don't know if it's the right answer

What would you do?
