How to strategically approach Liability ?

I am currently working on a startup involving ebikes. One of the biggest concern my team has is liability, because ebikes have shown to cause a lot of accidents especially amongst younger riders. How do startups battle with high liability risk involving a physical injury a customer has sustained while using the product? Are there any other measures a startup can take to protect themselves besides having a product liability insurance? How much would an insurance like this cost for a startup making something like ebikes?
