How to Pay Employees Semimonthly When Billed Monthly

Hello everyone,
I own a new defense contracting company and we are set to bring on board our first full-time employee under a subcontract with another company.
We will invoice our partner company monthly (after work has been done) and receive our payment soon after. We would like to pay our employee semimonthly.
My question is, how would we pay him the first half on the month without bring reimbursed until the end of the month? I could just pull from our internal reserves, and refill it once payments come in. But it seems like that’d be for every month. And it doesn’t seem sustainable if we were to bring on more employees and compound the problem.
Any tips or thoughts on how to combat this? Thanks so much!
