How do I know if an employee is being lazy or that his work takes a lot of time?

I have an graphic designer (remote) full time that I feel is taking quite some time on certain projects. Now I’m not sure if the projects take this long or if he’s slacking. How do I know the difference? We use toggl to track projects.
