As a company, is it worth it to do software development work for the government, cit

Just as the title states. Looking to start a custom software services/development company.

I have been doing research to see how we can acquire new clients and an associate recommended we try looking into Procurement and Purchasing for government and public sectors. Through my research I quickly realized there is a metric ton of paperwork we need to do to just get signed up, certified and then there is all the paper work and documentation we need to provide just to make a bid on a project.

So my questions:

• Has anyone here (or company) worked with the government on software development projects before?
• What are the pros and cons?
• Is the money and time even worth it?
