I’m in talks with a UI/UX design agency (they’re based in India, for context) that just quoted 60K USD and a four month timeline to develop the first MVP Figma wireframes for my SaaS idea.
We’re pre-seed (pre-everything) and were looking to develop these wireframes so we had something to show to potential investors.
That price point completely rules this avenue out for us, but I’m curious — are these normal rates for design agencies to charge, especially ones based in that region?
The scope of the project involved two full time junior UI/UX designers, one part time PM and one part time senior UX designer. Plus information architecture, prototypes and wireframes, and a bunch of usability tests.
Of course the complexity of a product comes into play here, but ours isn’t a particularly complex one — especially since it is just an MVP at this stage— and it doesn’t involve a whole host of features and many different workflows, so I’m just curious. This is the first quote I’ve received, so I have no frame of reference if we go the agency route further along in the journey.
Also, am I right in thinking that the project scope detailed above is overkill for this stage of the product — before any market validation or investment?

Just to clarify, I definitely was not going to pay this much, nor am I in a position to do so. Fully aware it is ridiculous to start a SaaS 60K+ in the hole from the get go ? I have rudimentary mockups and we've started showing them to people, just figured slightly more professional ones were the next step in the process.
