Germany's new packaging laws make it impossible for small businesses to send anythin

Germany's new VerpackG laws require that all retailers pay for a packaging license. For small UK-based Etsy sellers like me, who only got my first German sale today, this simply isn't economically feasible. I had to cancel the order and apologise to the customer. I would lose money, rather than make a profit.
Worse, is that Etsy does not have a way to exclude a country ordering from your shop. There is no "Sell to all except" section. Instead, Etsy requires that you set up a delivery profile for every single country in the world except the one that you don't want to sell to.
Why Etsy hasn't fixed this is madness.
