How to compensate tutors?

Hi there

I’m in the process of launching a social enterprise in South Africa.

Under a corrupt government, our education system is failing the masses which has resulted in South Africa being one of the most unequal countries in the world.

Copying the model of Devy Shetty in India (who developed a “wal-mart” for health care), the business intends to provide extra tuition to those who are being let down by the underfunded government schools.

As a university student on a tight budget, I’ve found an efficient and effective way to start my enterprise up with almost no costs.

However, the only thing I have not found a solution to is the question of how to convince people to tutor for R80 an hour when they could privately tutor themselves and earn R150+.

One potential solution I was offered is to offer tutors a percentage of the revenue per class which incentivized them to promote and do a better job of tutoring as they can earn more. The issue with this solution is that the tutors will try and maximize their student numbers in every session therefore defeating the purpose of small groups of tuition.
