What does it take to open a restaurant?

I've worked in the food industry and done a lot of studying on the matter. I don't have any official degrees or certifications. Would only a large investment in brand, property, and management be necessary? I could hire someone to make sure it runs according to code and my vision. Any advice is appreciated!
