What kind of licenses do I need to launch my own beer brand in NYC?

Hi everyone,
I'm in the process of launching my own beer brand in New York City and I'm trying to figure out what kind of licenses and permits I need to obtain. I know that there are federal, state, and local requirements, but I'm having a hard time figuring out exactly what I need.
Can anyone provide some guidance on what licenses and permits I need to get my brand off the ground? or anyone I can contact? Ive already called 311, small business department, breweries told me that they can only give me a sample batch if I have a wholesalers beer license which makes no sense. Ive tried everything. please help
