Best shipping option for importing small quantities.

I’m planning to start my own business for handmade accessories. I’ve found a supplier of fabrics from overseas and they’ve given me the option of using DHL or FedEx to ship the goods.
Based on my research online couriers charge duties and taxes based on their own assessment of the costs of the good but it’s often arbitrary. What I couldn’t determine during my research is how each of them calculate this and whether one of these shipping companies is more cost effective than the other in calculating these fees (including brokerage fees).
Does anyone have any suggestions or experiences with either of them and which one would you recommend?
P.S I’m located in Ontario, Canada.
