Web app or Mobile App or both for MVP

I have been working on my project and now it is time to test it with more users. It is a B2C app, I am wondering if it is better to build a web app or mobile ou must be both. The app will need to use a mobile camera (take a picture of a document) and/or load documents from the mobile or laptop.

My objective is to have a good user experience and the users are young people (kids, students and maybe more in the futur)
