App or Website for MVP?

So I Have an Idea that's related to Podcast. Now on some research, I learned that 80% of people listen to Podcasts on their Mobile Phones. Now the thing is that I am primarily a Web Developer and learning App Development might take a long time and I want the MVP in the market as soon as possible but that "80%" makes me wanna build an App.

So should I make a Website (for now and build an App after some success) or an App or build a PWA that is somewhat in middle?
