Having trouble getting approved for PayPal Mass Payments. Anybody have any advice?

We need PayPal Mass Payments in order to pay multiple people at the same time (via spreadsheet upload or similar), but Paypal has simply not responded to our application/emails, and even if there was something we could fix in order to get approved, we don't know what it is.
Has anybody been in this position before and can give advice?
