PPP Loan declined due to "bad standing" with a federal agency or bankruptcy? Neither

I applied for the second draw of PPP and was immediately declined because "Applicant is in bad standing with a Federal department or agency, or is presently involved in bankruptcy. " Neither of this is true to my knowledge. They do not mention what agency I maybe in bad standing with. I am trying to call Bluevine or IRS(a shot in the dark) to ask but wait times are insane. Anyone declined for this reason or have any advice?
