Help with applying for 2nd round ppp loans

I'm applying for a second ppp load but I see that the gross for a quarter must 25% deficit. However I'm at 24.6%. I asked the person and they said rounding doesn't happen. Is there any way I can still apply and get approved? I was approved for the first set of ppp loans.
