Those of you running app/website startups, how do you gauge if development fees are

I may have worded that a bit convolutedly but what I’m asking is: if you’re looking to get an application or platform developed, how do you know if the developer you are talking to is highballing you? How do you know if the app/website/platform you’d like developed really costs that much? How do you determine what is a fair price for what you’re asking for? Really curious as to how some of you learn the fair value of development work particularly if you use domestic and international developers who’s fees may vary.
