How do you write your provisional budget when you are alone at the very beginning

I am the founder of a hard-tech startup that is incubated in an accelerator. I want to start off by applying for some governmental fundings and in order to do that I need to write the budget of 3-4 upcoming years. I have no idea about the required cost and time for some of the developments such as the automation and engineering details (I have a background in physics and I am familiar with 70% of the tasks). What should I do? Any book or any particular resources?
