How can I allow users to claim ownership of local business from my app?

My app lists niche local businesses for my users to browse and visit while in the area and I'd like to allow (or invite) users who own a place to claim ownership so they can manage it from their profile. Is there a way I can do this from within the app? For example request a copy of ownership certificate?
