My dad needs help scaling his Contrusction Buisness.

My dad right now is making about 200k per year just working by himself doing residential construction and flipping houses.
The problem is he is getting about 15 phone calls a week and is backed up until summer of next year.
The problem he is facing is that he doesn't know how to take advantage of these opportunities. When he does try to hire someone, they will steal equipment a lot of times and won't work unless he is right there with him.
Also, he doesn't know how to set up crews that will actually be profitable because workers cost so much.
Any help?
