Business Structure for research phase?

I'm based in Oregon and am researching a business concept which requires talking to vendors and getting price lists to build my model. The vendors require a business license which demands a structure. What business structure would you form at this very early stage? No intention for sales/ profits in the next year, only research and r&d related spending that would be nice to write off. Low time commitment and cost of formation/maintenance/fees are the goal. LLC? Sole-proprietorship?
I think I'd be happy to close this business once the idea is refined, and form anew, unless that's a mistake.
