Bootstrapping App - Developer Roadmap Help?

I have an idea for an app and I have some basic programming experience (mostly Python, a little JS, and a tiny bit of C#).

I’m not quite sure where to start with building it. Most of my experience right now is in data and analytics, but I’m planning on doing most if not all of the coding myself and learning as I go.

Does anyone have good resources/step by step roadmaps? I was also thinking of hiring a PM on Upwork for a short one-off session or something to plan this out of for me. I feel pretty confident in my ability to learn and execute the plan, I just need help developing a plan. Would a PM help with that or would it be another role?
