Small Toy Store Suppliers Question

Good Morning Reddit,

I am opening a small community store in my home town. It is a Lego/Building Brick Store, with interactive after school programming and other amenities. I am curious about where small toy retailers purchase their inventory if they want small batches. For example, Lego and Mattel(Mega) require a very large start and monthly purchase starting around 10k. Where would a small main street toy store purchase new sets to mix into their used and NIB, inventory without having to make such a large commitment?
