What do you do when an employee verbally quits but then keeps showing up and doesn't

This is the weirdest situation. So last week, one of our engineers "quit" - as in he directly told his boss, the VP of Engineering, that he wants to quit working here. But then, the next day, when asked to submit a letter of resignation, he just ignored it. And, where it gets even stranger, he came into work on the Monday following the Friday he verbally said he would leave.

When he came in, internally myself and his boss were like "wtf is this guy doing here", but he legit tried to play it off like he was just coming in for his normal job and to ignore his quitting.

At this point, I'm like wtf is going on. Do I fire him? Does he even technically work here anymore? Does this mean he still works here? Does he think he is going to get paid? None of this makes any sense to me. So I told him to go home and to submit a letter of resignation immediately, and we considered that, under his own declaration, he is no longer an employee. Is there anything else - legally speaking - that I need to do? Obviously, now I especially don't want him here, but I also don't want to get sued.
