HSA Qualifiers with Cost Sharing

Anybody have experience with cost-sharing health insurance programs? Essentially, I’m looking for a way that a non-marketplace health insurance might fit the bill to qualify for HSA, knowing full well that “high deductible” is part of the requirement. The plan next year is to enroll in MEC marketplace plan in order to get an HDHP and maximize an HSA as I pay largely out of pocket anyway for health insurance expenses and just want disaster/emergency coverage
