Surcharges, Convenience Fees, Cash Discount

Just looking for some help clearing this up before I pull the trigger.

I'm in Texas. The way I'm reading things, I cannot apply CC surcharge fees to an invoice. I CAN add a convenience fee, but only if it's not face-to-face and not how we normally except payments.

I CAN also just raise my prices on certain high dollar services and offer a cash discount?

Is this right?
