Anyone else having a hard time recruiting entry level employees?

I run a small business with approximately 50 employees in Chicago. Two years ago, when I took this over, the average Tech here was making about $13 an hour and I wasn't having much trouble filling openings. I am currently offering full-time with benefits at $16 an hour and having a heck of a time getting people to even show up for interviews. I'd say 50% arent showing up at all, after they have applied and confirmed their interest.
