EIDL $19k declined for no reason!!!

Hi I was approved for $19k loan in June 2020 but they were not able to verify my ID so declined me. I requested them to reconsider and submitted my proof of ID. After reviewing that they my consideration should be reactivated and a loan officer should contact me shortly but no one did. I kept trying to get in touch with them with no success. Then in May 2021 I get this email for Targeted EIDL Advance and they told me to fill out an application. I filled it and they declined me! I don’t know if the EIDL I applied in 2020 is the same as Targeted EIDL I applied for in 2021! Please help me with this. Thank You!
