How do you hire experienced developers or CTO in this day and age.

Hey, everyone.
We’ve been super stumped in development which is frustrating because we have our MVP idea laid out, our social medias are now taking off and we have talks with angel investors lined up.
Our dev team consists of two people and they aren’t just good enough to get the job done, we need some one who can take care of the back end and front end but we are having a hard time recruiting people and and it’s getting frustrated.
Any help would be appreciated. Thank you.
