how to decide what to launch

So me and my 2 other friends are working on to launching a streetwear brand. In the market there are not a lot of brands which do designs we do( in my country) but now we are having a confusion and a problem . Problems 1. How many tshirt designs to launch 2. Here in the market there are no bomber jackets with the type of designs and graphics we do so my thought was to go with this for the launch but we have budget problems.
Please give me some tips or ideas. Thank you
