Does startups always want to slove problems??

I see this everywhere successful people always quote like " best startups are the probelm slovers " etc etc Is it true , we need a bigger probelm to slove ? What if probelm is negotiable yet bussiness can make a lot of money ? Starups are ranked based on revenue right Having a solution to make more money or having solution to probelm
