Best HTML email template building software?

Hey there!

I'm looking to build some templates for sending out things like transactional emails, receipts, password resets, welcome/signup, etc.

Could you all recommend some software/solutions for building these templates?

Note: I definitely would prefer to buy a software, something that easily makes templates, save them locally, etc. But a service would be secondary if I can't find a software.
